「後で<...を>...につけ加える」とある。

Eメールの後で電話したほうがいい。
follow upだけだと、「...をさらに追及する、徹底的に調査する」という意味が載っている。
Holms followed up the clue.
ホームズはその手がかりをどこまでも追った。

call inだけでも、「電話を入れる」という意味。

add toは句動詞で「（数量、感情）が増す」。

「してもしない場合と同程度によい」が元の意味。had betterと異なり強く勧めるという意味合いはない。（コンパスローズ）
