ええ、こう言うと少し冷たく響くでしょうが、そうした決めごと

きたのです。
後半の , which (I know) sounds a bit cold
に注目したいのですが、
自分の発言の後に、予想される聞き手の感じ方を先んじて述べる
という、いいわけ的表現です。
例文です。
I'm genius, which I know sounds a bit arrogant.

実際のところ、この不況ですから、とにかく仕事のあるのは
幸せですよ。
このperiodは後でも出てきますが、「以上！」という意味なので、
何かを断言するときにperiod!と最後につけましょう。
what with...は「あれや、これや」という理由を列挙するときに
使うようです。
what with A and (what with) B AやらBやらで
