(launch) the campaign (with)
(get) a press kit (ready)
(associating) Great Lakes (with)
(swing) the powers that be (into)

Our topmost priority is feedback on their actual wants
and needs.

Also, I'd like to get a press kit ready for newspaper and
magazine editors to drum up public interest in child safety
as a critical concern for parents as well as teachers
via PTA-directed messages.

Originally, your board was split down the middle on the
benefits of associating Great Lakes with a campaign that's
bound to be controversial.

However, we believe the prototype of your informatin kit
and parent-teacher support will swing the powers that be
into acquiescence.

The topmost thing in a number of things is the one that is
highest or nearest the top.

ex) the topmost branches of a gigantic oak tree

drum up public interest,
If you drum up support or business, you try to get it.

ex) The UN secretary-general arrived in Tokyo to drum up
support for international peacekeeping.

[OED] drum something up attempts to obtain something
by canvassing or soliciting.

ex) the organizers are hoping to drun up support
from local businesses.

be split down the middle,
If you divide or split something down the middle, you divide
or split it into two equal halves or groups.

ex) After agreeing to split the bill down the middle, they
ordered spaghetti and a bottle of red wine.

If people's opinions, attitudes, or feelings swing, they
change, especially in a sudden or exreme way.

ex) In two years' time there is a presidential election,
and the voters could swing again.

the powers that be, 上層部、首脳陣
You can refer to people in authority as the powers that be,
especially when you want to say that you disagree with them
or do not understand what they say or do.

ex) The powers that be, in this case the independent
Television Association, banned the advertisement altogether.
