surrounding where something is or takes place.

If you weigh the facts about a situation, you consider
them very carefully before you make a decision, especially
by comaparing the various facts involved.

You say at the best of times when you are making a negative
or critical comment to emphasize that it is true even when
the circumstances are as favorurable as possible.

You use never mind after a statement, often a negative one,
to indicate that the statement is even more true of the
person, thing, or situation that you are going to mention
